He is sweet, loving, quiet, mellow but happy and playful, completely potty-trained, perfectly healthy, plays well with other dogs at the dog park, good with kids, never barks... the foster home could go on and on. He was found in South Central tied up to a pole. Someone called Animal Control to come pick him up. They identified his owner, who kept promising to come in and pick him up, but never did.
